In order to strengthen the organization and management of this program, a leading group as well as a working group are jointly set up by the Administration Department of senior civil servants, the city's Foreign Affairs Office, the Finance Bureau, and the Personnel Bureau. Liu Tao is the director of the leading group of "Shenzhen's Overseas Training" program, with Chen Xitao, Chen Wei, Wang Zongwei, and Zhou Jintao asvice -directors. The duties of the leading group are to formulate working plans, to revise and approve the working programs, to direct and inspect the working progress, as well as to analyze and resolve important problems. A working group is set up under the leading group with Chen Wei as the director and Liu Qiuhui as the vice director. The working group is composed of responsible people from relevant departments of the Training and Deparment Bureau of Senior Civil Servants, the Shenzhen Foreign Affairs Office, the Shenzhen Personnel Bureau, and the Shenzhen Finance Bureau. The working group is responsible for the implementation of the overseas training program, and the office of the working group is now in the Training and Development Bureau of Senior Civil Servants. The detailed work distribution of the working group is as follows: the Training and Development Bureau of Senior Civil Servants is responsible for working out the overall plan of the overseas training and implementation programs, for conducting the assessment of the overseas trainees, and for managing the special funds for overseas training. The city's Foreign Affairs Office is responsible for handling all certification documents, and for contact with training centers and the employment of foreign teachers. The city's Personnel Bureau is responsible for the implementation of short-term investigations in Hong Kong. The city's Finance Bureau is responsible for the budget, audit, and payment of the training fund. The overseas training fund will adopt a payment method with different levels according to different types of training. The expenditures associated with trainees from the municipal and district government institutions shall be borne by city and district finance departments, while expenditures associated with business executives and scientific personnel shall be borne by business themsleves.
